An agreement between the states of Victoria, New South Wales and South Australia, along with the Commonwealth of Australia, led to the establishment of the River Murray Commission. The Commission consisted of representatives from the Federal Government, as well as representatives from the three states through which the Murray flows. All development and works that were carried out on the Murray River were controlled by the Commission.
