When G. Hiscock was seconded to the Bureau in May 1974 financial and administrative restraints were even more stringent. With reduced resources it was necessary to restrict issues to bi-monthly in early 1976. Despite these difficulties the high standard set by his predecessors was maintained by Mr Hiscock. When R. Brewster was seconded to the Bureau to replace Mr Hiscock in July 1976 administrative difficulties associated with the government program of restraint were burdensome. The issue of Weather News which appeared after No. 235 for June/July 1976 (No. 236 August/September 1976) unfortunately departed from tradition and focused less on Bureau happenings than former issues. The format was also changed (not necessarily a bad thing except that the practice of numbering items sequentially was discontinued with obvious disadvantages for referencing, cataloguing and indexing). Subsequent issues were more in the traditional form (except that item numbering was not resumed) and were produced at intervals of from two to seven months until June 1978 when Mr Brewster was posted to the Hobart office of the Australian Information Service (formerly News and Information Bureau) and, because of staff restrictions, AIS was unable to second another officer.

The next issue (No. 243, December 1978) was produced by the staff of the Bureau's External Relations Office after an interval of nine months. The next six months were difficult but the appointment of T. Farrar as Public Relations Officer in the Bureau's External Relations Office in June 1979 enabled Weather News to resume reporting Bureau activities and development. Despite continuing restraints on manpower and financial resources Mr Farrar was able to produce issues of high quality at regular intervals.

This volume (METARCH Papers No.1) contains a catalogue of items in all issues of Weather News from No. 1 to No. 262, August 1956 to December 1982. The catalogue is followed by an index compiled under headings based on KEYWORDS proposed for the METARCH system. These headings are: ADMINISTRATION, ARCHIVES. CONFERENCES, DATA PROCESSING, INTERNATIONAL ACTIVITIES, OBSERVATIONS, PERSONALITIES, PHENOMENA, PUBLICITY, RESEARCH, SERVICES, TELECOMMUNICATIONS. The index is selective. Items considered likely to be significant have been included but generally only under one of the KEYWORD headings. Thus names under the heading PERSONALITIES generally refer to items relating to the career of particular people, whereas items relating to their participation in local conferences or overseas visits are listed respectively under the KEYWORD headings CONFERENCES, INTERNATIONAL ACTIVITIES without giving particular names. In the interests of brevity not all names are indexed under the heading PERSONALITIES, a considerable number of items under this heading being included under the sub-heading 'Other personalities'.
